The marginal rate of capital gains tax could rise to 39.6%, compared to the current base rate of 20%, and would only apply to those earning more than $1 million a year. US stock futures opened positive on Friday, recovering slightly from the previous session’s sharp losses with investors being careful of the potential for a hike in capital gains tax.
